Why Warehouses Are Rising in Liloan, Cebu: North Cebu's Growing Business and Logistics Hub
National
Liloan, just north of Metro Cebu, is drawing warehouses, a new BPO mall and logistics users. Here is why businesses are looking at the town, what space costs and what it means for residents.
Drive north from Mandaue and Consolacion and you reach Liloan, a first-class municipality that serves as the gateway between Metro Cebu and the northern towns. It was once known mainly for its rosquillos. Today it is increasingly talked about for something else: warehouses.
Property listings, news reports and a major port project nearby all point to the same trend, which is that businesses needing storage, distribution and delivery space are looking at Liloan. This article explains why, what warehouse space typically costs and what the growth means for residents. We did not find an official count of warehouses in Liloan, so the picture below is drawn from news reports, government sources and property listings.
Why businesses look at Liloan

Liloan sits on the coastal national highway just beyond Mandaue and Consolacion, which makes it a practical staging point for deliveries heading north to Danao, Carmen, Bogo and beyond, as well as back toward Metro Cebu. Reports describe it as a progressive first-class municipality with more than 200 subdivisions and communities, a growing number of businesses and a skilled workforce. PhilAtlas lists its 2020 census population at about 153,000.
In January 2025, The Freeman reported that a three-story mall with a BPO (business process outsourcing) component was rising in the town center, and described Liloan as emerging as a commercial, logistics and economic hub. A December 2024 report said the project would offer Liloan residents an alternative to commuting to Cebu City for work.
The warehouse market: sizes and rents

At the time of writing, one property portal listed 19 warehouse and factory spaces for rent in Liloan. Floor areas ranged from about 515 square meters to 8,000 square meters, with many between roughly 1,000 and 2,500 square meters. Asking rents in the listings ran from about ₱180 to ₱270 per square meter per month, and some added a common-area or maintenance charge. The listings named barangays including Poblacion, Catarman, Panas, San Roque, Jubay, Tayud and Cabadiangan.
These are asking prices from advertisements, not official figures, and actual terms depend on the building, access road and negotiation. Typical features advertised include gated compounds, 24-hour security and truck access.
For comparison, a July 2019 SunStar report quoted Colliers International Philippines as saying industrial land values in northern Mandaue, Consolacion and Liloan could rise by at least 10% a year over the following two to three years. It gave a range of ₱10,000 to ₱30,000 per square meter in Consolacion and Liloan at the time.
The new Cebu port next door

One big reason for the attention on northern Cebu is the New Cebu International Container Port in Tayud, Consolacion, the town just south of Liloan. According to the Department of Economy, Planning, and Development (DEPDev) Region 7, the ₱16.93-billion project broke ground on February 5, 2025, and involves a 25-hectare reclaimed island able to handle two 2,000-TEU vessels. DEPDev says it is expected to cut vessel waiting times, lower cargo costs and ease congestion around the current Cebu port. Inquirer reported that completion is expected in 2028.
Neither report mentions Liloan by name, so the effect on Liloan is an inference: a container port nearby tends to increase demand for storage and trucking space along the same highway. Whether that demand arrives, and how fast, will depend on the port's progress.
What it means for residents and small businesses

More warehouses can mean more jobs for drivers, loaders, clerks and security staff, plus more demand for local suppliers, eateries and housing. It can also mean heavier truck traffic on the highway and inner roads, higher land prices and pressure on drainage and utilities.
If you are thinking of renting space
- Visit the property and check truck access, turning space and the condition of the road.
- Ask for the total monthly cost, including common-area or maintenance charges, deposits and advance rent.
- Confirm that the property can be used as a warehouse and ask about its business permit requirements at the Liloan municipal hall.
- Check flooding history, fire safety, power supply and security.
- Read the lease terms on escalation and early termination before signing.
For residents, following the municipality's announcements and attending barangay and municipal consultations is the best way to have a say on traffic, zoning and development.
