Ask a Cebuano where to take a visitor for a view of the city, and chances are the answer is TOPS. Perched along Tops Road in Barangay Busay, Cebu City, the viewpoint looks out over the city skyline and the Mactan-Cebu Channel, and the cooler mountain air is a welcome break from the heat below.

Whether you go for the sunset, the night lights or a casual dinner, here is what to know before you make the trip.

TOPS, also written as Tops Lookout or TOPS Cebu, is a hilltop destination in Busay, Cebu City. Its main draw is the sweeping, 360-degree view of the city, which looks different at midday, at sunset and after dark when the city lights come on.

The area has grown beyond a simple lookout. According to a May 2026 travel feature by Philippine Primer, visitors will find more than 20 local and international dining options, a five-storey lifestyle and dining complex called The Circle, a viewing deck, telescopes at SKAI 360°, an arcade, shops selling local produce and flowers, and a mountain hostel.

Fees and opening hours

These are the rates listed on the official TOPS Cebu website, checked on 6 November 2026 (PHT).

  • Regular adult and children above 2 years old: ₱100
  • Senior citizens and PWD (ID required): ₱70
  • Children below 2 years old: free
  • Open 24 hours, including holidays

The entrance fee is not consumable, meaning it is not deducted from what you spend on food. Your ticket is valid for the date shown only. Ticket booths accept cash only, while restaurants accept cash, GCash and credit cards.

Some third-party travel sites list shorter opening hours. We followed TOPS' own website, but it is wise to check its official page or social media before a late-night trip.

How to get there

TOPS is on Tops Road in Busay, a short climb above the city. You can go by private car or ride-hailing, or take the TOPS shuttle from IT Park in Lahug.

TOPS shuttle from IT Park

The official website lists a combined fee for entrance and a roundtrip shuttle ride: ₱200 for adults and children above 1 year old, and ₱160 for seniors and PWD. The first trip leaves IT Park at 7:00 AM. The last trip back departs TOPS at around 2:30 AM, although the FAQ on the same site says 3:00 AM, so plan to head down earlier to be safe. The shuttle runs point to point with no stopovers, and pets are not allowed on board.

Parking

Car: ₱50. Motorcycle: ₱30. Bicycle: free. Helmet storage: ₱20. Discounted car rates apply when the driver is a senior citizen (₱20) or a PWD (₱35).
