How to Get Your Student Driver’s License in Cebu

If you're planning to learn how to drive this summer, you first need to secure a student driver's license.

Note that it is illegal to drive any vehicle with your student's license without an adult (owning a non-professional or professional license) supervising you. So don't think that your student's license is your key to freedom on the road. Your parents or guardians still need to be there with you.

Here's a step by step guide to getting your student driver's license in Cebu.

For Filipinos

Qualifications:

  1. Must be at least sixteen (16) years old
  2. Must be physically and mentally fit to operate a motor vehicle
  3. Must be able to read and write the local dialect, Filipino or English

Requirements:

  1. Original and photocopy of PSO birth certificate. In the absence thereof, any of the following: a. Joint Affidavit of two (2) disinterested persons who know the applicant and who can attest to his/her age and identity accompanied by non-availability of record from NSO or the local civil registry office; or b. Any legal document to prove his/her age and identity such as GSIS, SSS, passport or any government issued documents
  2. For applicants below 18 years old, parent’s or guardian’s written consent with photocopy of ID card to prove his identity
  3. Taxpayer’s Identification Number (TIN)
  4. Duly accomplished Application for Driver’s License (ADL) form

For Foreign Applicants

Qualifications:

  1. Must be at least 16 years old (16 – 17 years old, requires parent’s or guardian’s consent)
  2. Must know how to read and write in English or Filipino
  3. Must have arrived in the Philippines for at least one (1) month prior to the date of application with LTO and can show evidence from BID/DFA that he will stay in the country for at least five (5) months from the date of application

Requirements:

  1. Original and photocopy of passport with visa duration of at least five (5) months from date of application and any of the following: a. Valid Alien Certificate of Registration (ACR); b. If born in the Philippines, original and photocopy of birth certificate; c. If student, original and photocopy of school ID; or d. Taxpayer’s Identification Number (TIN)
  2. Duly accomplished Application for Driver’s License (ADL) form

Steps / Procedure

  1. You will be required to go through a medical exam. Normally, medical/drug testing clinics are located right beside any of the LTO offices mentioned above.
  2. Fill up the Application for Driver's License form. You may download it here. Alternatively, you may go to the Customer Service Counter of any of the LTO branches mentioned above and secure a Driver's License Application Form. Make sure you fill up all the necessary fields.
  3. Get a queue number.
  4. Wait for the evaluator counter to call your number. They will check your requirements for authenticity. Make sure you submit all the requirements and the Application for Driver's License form.
  5. Sit back down and wait for your name to be called for the photo and signature taking.
  6. Wait for your number to be called by the cashier. Pay P317.63 (for the Student Permit fee, Application Fee and Computer Fee). Make sure you wait for the OR (receipt).
  7. Wait for your name to be called by the releasing personnel. Bring the OR and claim your student's driver's permit.

Note

You cannot apply for a student's permit at the SM City Cebu branch.
